As the Paving Leader, you will provide strategic business leadership to the Construction Services Section of the Roads Construction Division. Primary duties include:
- Lead the strategic planning, continuous improvement, business planning efficiencies, and monitoring management, and evaluation of on-going business initiatives (as well as projects) for the Roads Paving Operations within Construction Services.
- Ensure business deliverables are prioritized and support the strategic objectives of Construction Services, as well as Roads, Transportation, and other customers and users of this service.
- Manage internal resources and external contractors, ensuring they are allocated effectively and efficiently, and that performance measures and metrics are identified as indicators of success that will support long term trend analysis.
- Monitor paving program using standard accounting principles to drive efficiencies.
- Oversee and manage the Paving Operations; plan coordinate and manage resources to ensure project objectives are met and adhere to quality and specifications, on-time and on budget.
- Work with internal and external clients on service delivery excellence.
- Lead continuous improvement and innovations while making safety a priority in the operations.
- Provide leadership, development, and oversee the training of staff, including recruitment and selection, and mentoring and performance management.
- Ensure compliance with all legislative and professional standards in the ongoing professional development of employees within construction services.
- Develop and improve work processes to ensure the highest standards of quality, efficiency and cost control for all types of paving work.
- Improve the knowledge, skills and capabilities of paving crews.
- Supervise and direct field employees and other contractors to ensure productivity, efficient use of materials and equipment, and contractual performance.
Qualifications
- A completed diploma in Civil Engineering, Project Management, Constructions Management or related discipline, with at least 10 years of applicable work experience.
- A strong knowledge of the fundamentals of paving and road construction is required.
- Supervisory experience would be considered an asset.
- Previous experience working on a paving or road building operation would be considered an asset.
- A valid Class 5 Driver's License (or provincial equivalent), with no more than 6 demerit or a Graduated Driver's License (GDL) with no more than 4 demerits, no current suspensions or charges pending is required.
- Demonstrate effective leadership skills, and the availability to build strategic working relationships.
- Success in this position requires strong communication with high work standards and the ability to manage conflicting priorities; plan, coordinate and implement strategic business needs; and complete long-range planning and training objectives.
- Equivalent combinations of experience and education may be considered.
Working Conditions: This position regularly conducts field inspections, including active construction sites.
