As the Manager of Mobility Operations/Traffic Services and the City's designated Traffic Engineer, you will lead the Division responsible for ensuring the safe and efficient operation of Calgary's transportation network. This leadership role encompasses oversight of traffic engineering, traffic management, traffic design and construction, traffic signals and Light Rail Transit (LRT) operations, traffic field operations, street lighting and electrical, on-street parking control, special events, right-of-way approvals, detours, permitting, utility line assignments, 24-hour traffic management centre, and traffic safety initiatives. Primary duties include:
- Provide strategic leadership and operational oversight for a multidisciplinary team of professional engineers, technicians, administrative staff, and field personnel.
- Recruit, develop, mentor, and retain top talent while fostering a culture of collaboration and innovation.
- Manage and coordinate operational and capital budgets, resource allocation, and program planning for the Traffic Services Division.
- Serve as a primary liaison with senior leadership, elected officials, media, and the public on traffic-related matters including with the Calgary Police Service.
- Collaborate with internal departments and external partners to plan, design, and implement improvements to Calgary's transportation system.
- Respond to inquiries from internal teams and members of the public, ensuring timely and accurate communication.
- Act as an expert witness for the City in legal proceedings, claims, and discoveries related to traffic operations.
- Act as the Association of Professional Engineers and Geoscientists of Alberta (APEGA) Responsible Member for the Traffic Services Division.
- Act as the Bylaw steward for all the bylaws and regulations related to Streets and Roads in Calgary.
- Represent the Division at public engagement sessions, community meetings, and media interviews, promoting transparency and trust.
Qualifications
- A degree in Engineering with at least 10 years of relevant professional engineering experience in municipal or traffic engineering obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work Click here for more details.
- Professional Traffic Operations Engineer (PTOE) designation is considered an asset.
- Extensive experience managing both capital and operating budgets, ensuring fiscal responsibility and alignment with organizational priorities is required.
- Comprehensive understanding of traffic operations, including traffic signal systems, design principles, and analytical methodologies to optimize network performance is essential.
- Proven ability to lead, manage, and motivate diverse teams, fostering collaboration and accountability across professional and unionized staff.
- Demonstrated capability to provide strategic direction while ensuring operational excellence, balancing long-term mobility objectives with effective day-to-day traffic operations. Skilled in delivering complex engineering solutions and maintaining service reliability.
